Website Tips’ Color Scheme Generator
Actually a tool provided by SiteProCentral, this lets you choose the type of scheme, lets you choose a base color, then provides several variations. Website Tips also has a page of links to other color resources, both on its site and elsewhere: static swatch listings, Pantone color matching schemes, color testing tools…you name it.

Colorblender
Allows you to design a six-color scheme. Also lets you browse schemes created by other users (particularly good when you’re not good with color to begin with; or when you need quick inspiration.) You can then download your chosen scheme as a Photoshop .ACT file or Illustrator .EPS file.
